This too. I don't think Oda is going to go down that road because I'm sure he wants to keep everything as clean as possible but he could easily make characters start throwing around casual multi-continental punches if he wanted.

Edit: It also doesn't seem like Oda's gonna make Luffy so much stronger than he already is because his base form was matching Hybrid Kaido, who's on par with the other Yonko. Luffy's gonna get stronger, but not by a big margin IMO.

If it's about keeping a series grounded then clearly that ship has sailed long long ago for One Piece, he is clearly not aiming for say a Vagabond. This is an out and out fantastical story set in an out and out fantastical world, once characters start casually busting cities and beyond it doesn't really matter whether they are island or country or continental or even universe lvl, would have hardly any impact on the core story.

This idea that base Luffy will be Yonko level and than able to one-shot them in Gear 5 is hiliriously dumb, because such things never happens in One Piece and contradicts the powesystem unlike DB/Z/S and Naruto/Boruto. EoS Gear 5 Luffy will be above Kaido by a small margin. He isn't going to defeat a EoS Yonko level Zoro in base. Stop the cope.
