    Johnny Thunder is invited to attend the next meeting of the Justice Society of America. Johnny Thunder summons the Thunderbolt. After a bit of verbal sniping, Johnny Thunder commands the Thunderbolt to take him to Earth-1. There, Johnny Thunder meets his own parallel counterpart. The Johnny Thunder of Earth-1, however, is a career criminal. After punching Johnny Thunder into unconsciousness, the crooked Johnny Thunder takes possession of the Thunderbolt. Immediately, the Thunderbolt is ordered to commit a robbery. While cracking a safe, the Thunderbolt runs afoul of the Silver Age Flash, who nearly apprehends him.

    When the Thunderbolt is overdo, however, he is immediately bade to return, thus escaping the Silver Age Flash. The crooked Johnny Thunder realizes that his criminal activities will eventually attract the attention of the Justice League of America. The evil Johnny Thunder orders the Thunderbolt to prevent the individual members from ever becoming super-heroes. Traveling back in time, the Thunderbolt prevents the lightning bolt from ever hitting police scientist Barry Allen. The Thunderbolt next keeps the Green Lantern, Abin Sur, from being exposed to lethal yellow radiation. Traveling further back into the past, the Thunderbolt stabilizes Krypton's planetary core, preventing the planet's destruction.

    Then, the Thunderbolt destroys the chunk of white dwarf star before physicist Ray Palmer ever finds it. The Thunderbolt causes Doctor Erdel's teleportation device to fail. The Thunderbolt aids criminals in delivering a horrific beating to the Batman, on his first night out as a crime-fighter, thus discouraging him from continuing. When the Thunderbolt has finally completed his task, the evil Johnny Thunder embarks on a massive crime spree. On Earth-2, the Justice Society of America grow concerned over Johnny Thunder's absence. Doctor Fate follows the trail of the Thunderbolt to Earth-1. There, the Justice Society of America discover that the Justice League of America no longer exists.

    The Justice Society of America also learn of Johnny Thunder's fate, as well as his criminal counterpart's possession of the Thunderbolt. The Justice Society of America travel across the dimensional void separating the two parallel Earths. Within a matter of moments, the Justice Society of America have taken down all of the crooked Johnny Thunder's criminal co-horts. Johnny Thunder orders the Thunderbolt to swat the Justice Society of America. The Thunderbolt complies, but doesn't use enough force to injure his former teammates. The Thunderbolt is ordered to boot the Justice Society of America off the Earth. The Thunderbolt complies, but only kicks them up ten feet off the ground.

    Doctor Fate mystically charges his teammates so that their attacks will injure the Thunderbolt. Near defeat, Johnny Thunder orders their withdrawal. After turning the crooks over to the authorities, the Justice Society of America splits up to investigate the situation. The Golden Age Flash speaks with Allen, who has no recollection of ever being the Silver Age Flash.The Golden Age Green Lantern speaks with test pilot, Hal Jordan, who has no recollection of ever being the Silver Age Green Lantern. The Golden Age Atom speaks with Palmer, who has no recollection of ever being the Silver Age Atom.

    Doctor Fate tries to revive the heroic Johnny Thunder, but the Thunderbolt's enchantments prove too strong. To get to the bottom of the mystery, the Justice Society of America assume the mantles of the Justice League of America. After the Thunderbolt tells him the Justice Society of America are no longer on Earth-1, the crooked Johnny Thunder robs an ocean liner. The "Justice League of America" arrive to stop him. The Thunderbolt is ordered to split into six Thunderbolts to face the six individual members of the "Justice League of America". In this form, though, each of the Thunderbolts have only one-sixth of their power.

    Though the battle rages on for several moments, it becomes clear that the "Justice League of America" are going to win. Once more, the evil Johnny Thunder orders their withdrawal. After learning, from the Thunderbolt, that the "Justice League of America" is really the Justice Society of America, the evil Johnny Thunder comes up with a new strategy. The Thunderbolt is ordered to free Johnny Thunder's criminal gang. The Thunderbolt then transforms the criminal gang into the Justice League of America. The Justice Society of America confronts the all-new, immoral Justice League of America.
