Green Lantern is in Star City when he stops a young teenager from beating up a man, sending the teen to the police station. However the onlookers despise him for this, booing and pelting him with garbage as Green Arrow looks on from the rooftop. He then gives Hal a tour of the abysmal conditions the poor tenants are forced to live in,revealing the argument he broke up was dealing with the landlord preparing to evict everyone and sell the property to become a parking lot. Green Lantern is then confronted by an elderly old African American man who asks him why he hasn't done anything for the "black skins," to which the Lantern has no answer but spurs him to help with the situation in the city.Lantern then charges his Ring before heading to the penthouse of the land lord where despite an hour of pleading he still refuses,losing his temper he proceeds to punch out the man's muscle however he is called away by a Guardian who decides the man to be innocent and the Lantern must return to Oa.The assembled Guardians then begin to chastise Green Lantern over his attack of the business man,the Guardians then send him to prevent a meteor shower from destroying Titan and to wait there until summoned however the old man's words still fresh in his mind he disobeys heading for where he is needed most.
While back in the penthouse Green Arrow has arrived where he attempts to extort $25,000 from the man in exchange for the "health of his boys" Slade then agrees to pay, and two set a meeting for midnight at an abandoned store. That night Slade's thugs arrive where they open fire on Green Arrow,however he defeats them but in the process the tape recorder he was using to gather evidence is destroyed.However Lantern comes up with a plan using his ring to disguise him as Slade's thug he manages to trick him into confessing in front of Jermey the District Attorney. He is then promptly arrested for his various crimes.Following this Green Arrow and Green Lantern meet with the Guardians who chastise Lantern for his disobedience, however Oliver quickly jumps in verbally attacking Hal for being so compliant and the Guardians for their lack of humanity challenging them to leave how they do. Following a week one Guardian travels to Earth joining Hal and Oliver in a trip across America in an old pickup truck..
The Guardian then begins his transmission to the other Guardians where he begins describing his experiences thus far on Earth with the two heroes but is interrupted but an attack by several rifle toting mountain men,who are quickly defeated by Green Arrow and Green Lantern despite his ring not functioning properly. The captured men then recount their story and of their plan to rescue one of their friends from death to which Green Arrow readily agrees to assist while the Guardian attempts to contact Oa to learn of the problems of Hal's ring.The group then arrives to the town where they see Soame's armored fortress,which they rush into with Green Lantern and Green Arrow right behind them.Although during the melee Green Lantern is told of his ring's new decreased power limit,which only spurs him to fight on far more physically then he has ever before. While outside the battle the Guardian finds a distraught lost girl, which he quickly removes from the battle field to which he begins to feel emotion and wonder if that is how human's feel. Green Arrow and the group successfully reach the base only to be knocked unconscious from behind.
While Green Lantern manages to get he groggily stumbles into an abandoned mine, while Green Arrow and Johnny are prepared to be executed. However Green Arrow stops playing possum attacking his captors with the chair beating the two until being hit from behind by Jacob the rebellion's leader much to Oliver's surprise. Jacob is then ordered to execute them but is stopped by the newly arrived Lantern with Johnny then knocking Soames out,with the three leaving the town afterwards.
