Originally Michael Keaton negotiated to reprise his role but ask for too much money and too many contractual demands. After Ethan Hawke also turned it down Val Kilmer was cast as Batman.
Original character created for the movie. Originally Renee Russo was cast in the role when Keaton was still expected to return. After the Michael Keaton negotiation fell through it decided to go with a younger actress for Val Kilmer's leading lady. Nicole Kidman was chosen.

Joel Schumacher pursued Robin Williams for over a year but was unable to arrange a meeting with him. Once Kilmer was cast it was decided to go with a younger actor and JIm Carrey was chosen.

Joel Schumacher chose this then obscure obscure villain to appear as he was a personal favorite. Tommy Lee Jones was the first actor cast for the movie, when Michael Keaton was still negotiating to return. Schumacher never planned on using Billy Dee Williams as he lacked belief that he play the villainous side of the character.
