    Major Story Arcs

    Alderman Lowe has an affair with Gloria, the secretary for Geoffrey Warner, the head of C.O.W.L., the city's superhero union.

    Lowe uses Gloria to get C.O.W.L.'s tech plans and sells them to Skylancer, a supervillain. However, C.O.W.L. stumbles on one of their meets and assumes it's actually a hit or a kidnapping. The heroes kill Skylancer and Lowe's secret is safe.

    With Skylancer dead, there are no more supervillains, and the union's contract with the city is now caught up in tension. The city believes they don't need the heroes any more.

    Lowe later runs into Radia, who killed Skylancer, and condescendingly schmoozes her like a typical politician.

    John Pierce, a C.O.W.L. investigator, realizes that Skylancer was getting some of the union's tech. He finally gets Warner to admit what happened. But Warner wants to wait to tell the press until after the contract is renewed. Warner also shifted a lot of evidence around, and it's not clear if he would ever really tell the press.

    Pierce secretly finds more evidence in Warner's files and goes off to tell the police, but Warner had a drunken conversation with the cynical hero Arclight. Arclight takes it upon himself to kill Pierce, so no one gets his evidence, and C.O.W.L. is safe.

    But, the cop Pierce was going to talk to still knows the basic plan, and works to get both Arclight and Warner arrested for Pierce's murder. Ultimately her plan fails, but Lowe does get arrested himself for selling the plans. It is unclear if Warner was connected to his plot or just covered it up.
